The fountain was built between 1585 and 1589 on the orders of Pope Sixtus V, as stated on the inscription on the large attic over the top, under the supervision of the architects Giovanni and Domenico Fontana. Built after the Council of Trent, it is the only example among the fountains of a religious iconography. It is based on the form of classical triumphal arches, with three archways between four columns. At the centre is the colossal statue of Moses, attributed to the sculptors Leonardo Sormani and Prospero Antichi, flanked by two bass reliefs depicting Biblical scenes: on the left the life of Aaron and on the right that of Gideon, by Giovan Battista della Porta and Flaminio Vacca respectively. At the base is a rocky shoreline, carved out of Cipollino marble, and four marble lions, nineteenth century copies by Adamo Tadolini of the original Egyptian lions from the Pantheon and Lateran.
