The fountain was built between 1933 and 1935, during the Fascist regime, by the architects Mario Paniconi and Guilio Pediconi, in the monumental sports complex designed by Enrico Del Debbio and based on Imperial Roman architecture, inaugurated in 1932 under the name of Foro Mussolini, then renamed Foro Italico. The fountain is constituted by a large sphere, a marble monolith three metres in diameter and weighing 42 tons, placed on a rectangular base inside a circular basin, which in turn is surrounded by a wide ring-shaped basin with black and white mosaics depicting marine life. The enormous sphere at the centre of the composition symbolises the universality of sports.
